OFFICES EXECUTIVE ASSISTANCE OF THE UNITED STATES OF AFRICA PRESIDENTIAL


The first U.S. Aid program took shape after World War II when then Secretary of State George Marshall acted to provide significant aid to Europe after the war to assist the continent in rebuilding its infrastructure, strengthening its economy, and stabilizing the region. This led to the creation of several foreign assistance programs in subsequent years to build off the success of the Marshall Plan. The next milestone for foreign assistance occurred in 1961, when President Kennedy signed the Foreign Assistance Act into law and created the United States Agency for International Development (USAID). This marked a significant increase in U.S. foreign assistance efforts and USAID became the first U.S. foreign assistance agency whose primary focus was long-term global development to include economic and social progress.
Today, the U.S. manages foreign assistance programs in more than 100 countries around the world through the efforts of over 20 different U.S. government agencies. These investments further America's foreign policy interests on issues ranging from expanding free markets, combating extremism, ensuring stable democracies, and addressing the root causes of poverty, while simultaneously fostering global good will.
ForeignAssistance.gov is the U.S. government's main tool for improving transparency in U.S. foreign assistance spending. Transparency and open data enable stakeholders and the general public to better understand U.S. foreign assistance investments around the world, make foreign assistance more useful for development, and help hold ourselves more accountable.
Since its launch, ForeignAssistance.gov has been working to establish standard data requirements across the U.S. government, support agencies in quarterly data reporting, and develop a dynamic and user-friendly website. Its mission is to serve as a central repository where stakeholders can easily access and use U.S. government foreign assistance budget, financial, and award information in a standardized and easy-to-understand format.
ForeignAssistance.gov was created in response to the principles of the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action. The website supports the U.S. commitment to the International Aid Transparency Initiative by providing U.S. data in the internationally comparable formation
ForeignAssistance.gov is under continual development as more data becomes available and the reporting abilities of agencies mature. Ultimately, the website aims to incorporate budget, financial, and award data in a standard format from all U.S. government agencies managing foreign assistance funds and programs. The Office of the Executive Secretariat (ES) is the Office of the Administrator's (A/AID) coordination and communications mechanism. It is also the authoritative channel for official communications within USAID and between USAID and the interagency, including information and recommendations from USAID to the White House, the National Security Council, the Department of State, and other government departments and agencies. ES staff advise, facilitate, and expedite Agency decision-making to ensure that A/AID receives information and recommendations to make informed and timely decisions on Agency policy, programs, organization, and management, maintaining communications throughout the Agency.Within ES, the Operations Team oversees the A/AID budget, travel and transportation, procurement, security, and personnel while maintaining accountability and providing overall administrative support to ES, A/AID, Office of Budget and Resource Management (BRM), and the Center for Faith and Opportunity Initiatives (CFOI). BUREAU FOR AFRICA
In sub-Saharan Africa, USAID works with its partners to improve access to and delivery of health services, to support more accountable and democratic institutions, to start businesses and foster an environment attractive to private investment, and to stave off conflict and strengthen communities. In Fiscal Year 2019, USAID and the U.S. Department of State provided $8.3 billion of assistance to 47 countries and 8 regional programs in sub-Saharan Africa.  In Washington, D.C., the Bureau for Africa comprises eight offices that support the missions.
  • The Office of the Assistant Administrator (AFR/AA) directs and supervises all activities of the bureau and its overseas operations.
  • The Office of Development Planning (AFR/DP) provides leadership for bureau strategy, outreach, and policy and oversees development, as well as program monitoring and funding operations overseas. It comprises two divisions: policy, outreach, strategy and evaluation; and program analysis and budget.
  • The Office of Sustainable Development (AFR/SD) provides intellectual, technical and strategic leadership to the bureau on sectoral policies, priorities and budgets through analyses, strategy development, program design, technical assistance, advocacy and information dissemination. It comprises four divisions: health; education; conflict, peacebuilding and governance; and economic growth, agriculture and trade.
  • The Office of East African Affairs (AFR/EA) supports programs in Burundi, Central African Republic, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Kenya, Mauritius, Republic of the Congo, Rwanda, Seychelles, Somalia, Tanzania, Uganda, the Central Africa Regional, and the East Africa Regional Programs.
  • The Office of West African Affairs (AFR/WA) supports programs in Benin, Burkina Faso, Cameroon, Cape Verde, Chad, Cote d’Ivoire, Equatorial Guinea, Gabon, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Sao Tome and Principe, Sierra Leone, Senegal, The Gambia, Togo, and the West Africa Regional Program.

Presidential Proclamation on National African American History Month, 2019

In the year 1619, a Dutch trading ship sailed into the Chesapeake Bay and dropped anchor at Point Comfort, Virginia.  The vessel’s arrival marked the beginning of the unscrupulous slave trade in the American colonies.  It was from this immoral origin—and through inhuman conditions, discrimination, and prolonged hardship—that emerged the vibrant culture, singular accomplishments, and groundbreaking triumphs that we honor and celebrate during National African American History Month.
National African American History Month is an occasion to rediscover the enduring stories of African Americans and the gifts of freedom, purpose, and opportunity they have bestowed on future generations.  It is also a time to commemorate the countless contributions of African Americans, many of whom lived through and surmounted the scourge of segregation, racial prejudice, and discrimination to enrich every fiber of American life.  Their examples of heroism, patriotism, and enterprise have given people of all backgrounds confidence, courage, and faith to pursue their own dreams.
This year’s theme, “Black Migrations,” highlights the challenges and successes of African Americans as they moved from farms in the agricultural South to centers of industry in the North, Midwest, and West—especially the migrations that occurred in the twentieth century.  Through these migrations, millions of African Americans reshaped the demographic landscape of America, starting new lives in cities such as Philadelphia, Detroit, Chicago, and New York City.
In that time of great change, inspirational leaders, such as Annie Turnbo Malone, charted a new path for many African American men and women.  Annie Malone, the daughter of former slaves, became one of the most successful entrepreneurs in America at the turn of the century, and provided opportunities for African Americans to pursue meaningful careers.  Through mentorship and education, she empowered others to start their own businesses.  She is one of many inspirational African Americans in an era that also produced luminaries such as Mary McLeod Bethune and Booker T. Washington, both of whom encouraged and emboldened disenfranchised black students to push through obstacles and realize their God-given potential.
American history brims with the stories of African Americans who forever changed their communities and our country.  We will, for example, never forget the legendary “Queen of Soul,” Aretha Franklin, whose unforgettable voice transcended genre and left music transformed, and whose broad appeal in an era of deep division helped to bridge racial divides.  Another trailblazer, baseball legend Jackie Robinson, known ubiquitously in Major League Baseball as “42,” shattered institutional racism in American athletics when he became the first African-American player to appear in a big league game.  Over his career, his exceptional talent and noble character in the face of racial hatred undermined the twin false ideologies of segregation and racial inequality.  The spirit and determination of these and other African American heroes make our Nation proud and define what it means to be American.
National African American History Month is a call to each and every citizen of our great land to reflect on the cultural, scientific, political, and economic contributions of African Americans, which are woven throughout American society.  We remember, learn from, and build on the past, so that, together, we can build a better and more prosperous future for all Americans.
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim February 2019 as National African American History Month.  I call upon public officials, educators, librarians, and all the people of the United States to observe this month with appropriate programs, ceremonies, and activities.
